Professor Keating was until recently deputy minister of Ministère des Relations internationales et de la Francophonie, before retiring from the public service. He now mentors public service managers.

After teaching at Université du Québec-Télé-Université and Cégep de Baie-Comeau, Robert Keating joined the Quebec public service in 1981 as an economist with Régie des assurances agricoles and Ministère de l’Énergie et des Ressources naturelles. He subsequently served as advisor to the Québec Office in Edmonton, director of the Québec Office in Moncton, director of economic services at the Quebec Government Office in Tokyo, director of the Quebec Office in Ottawa, and director of economic, social, and cultural affairs at Secrétariat aux affaires intergouvernementales of Ministère du Conseil exécutif.

In 2000, he was appointed delegate- general at the Quebec Government Office in Tokyo, where he stayed for five years. He was then appointed director general for the Americas and Asia-Pacific at Ministère des Relations internationales et de la Francophonie (MRIF), then Quebec’s delegate general in New York.

From 2010 to 2018, he served successively as assistant deputy minister of bilateral affairs at MRIF, CEO of Financière agricole du Québec, and then deputy minister of Ministère de l’Énergie et des Ressources naturelles.

Professor Keating holds a bachelor’s and a master’s degree in economics from Université Laval.
